
1) Ukraine’s neutral, non-nuclear, and independent status:
"First and foremost, this means a neutral, non-nuclear, and independent status for the Ukrainian state—that is, a return to the principles enshrined in its Constitution and the Declaration of Sovereignty, as well as in a number of other documents from the 1990s."
2) Kyiv’s abandonment of its nationalist course:
"Secondly, the current regime in Ukraine must abandon its nationalist course and condemn the practice of banning the Russian language—and indeed banning everything Russian—as one of the conditions for such a settlement. After all, it is no secret that the Russian language was used just as actively in Ukraine as the Ukrainian language."
3) Transfer of territories specified in the Russian Constitution to Russian jurisdiction:
"And thirdly, this entails the transfer to Russian jurisdiction of the areas specified in the Russian Constitution—namely, parts of the Donbas and certain other new regions. In other words, the restoration of Russian sovereignty."
