चीनले भाषा शिक्षकको रुपमा स्वयंसेवक राख्ने स्वीकृती पाएपछि नेपालमा रहेका चार स्वयंसेवक कार्यक्रम चलाउने देशहरु एकिकृत भएका छन्। नेपालमा लामो समय देखि सञ्चालन गर्दै आएको अमेरिकाको पिसकोर्प कार्यक्रमको संयोजनमा अरु स्वयंसेवक सञ्चालन गर्ने देशहरु एक भएका हुन। नेपालमा अहिले अमेरिकाको अलावा अष्ट्रेलियन स्वयंसेवक कार्यक्रम, जापान इन्टरनेशनल कोअपरेसन एजेन्सी, कोरिया इन्टरनेशनल कोअपरेसन एजेन्सी र युके भोलेन्टियर सर्भिस ओभरसिजले नेपालमा स्वयंसेवक कार्यक्रम सञ्चालन गर्दै आएका छन्। यि कार्यक्रमहरुको प्रभावकारीताको विषयमा नेपाल सरकारलाई जानकारी गराउने मात्र होइन नेपालमा थप कार्यक्रम विस्तारमा सम्बन्धित देशसँग पहल गर्ने विषयमा पनि पाँच स्वयंसेवक कार्यक्रम सञ्चालकहरुले निर्णय गरेका छन्।
नेपालको ग्रामिण क्षेत्रमा रहेर भाषा शिक्षा प्रदान गर्दै आएका स्वयंसेवक कार्यक्रमहरु पछिल्लो समयमा प्राविधिक क्षेत्रमा केन्द्रित हुँदै गएका छन्। अमेरिकाले पछिल्लो समयमा खाद्य सुरक्षा स्वयंसेवकका रूपमा नेपालको ग्रामिण क्षेत्रमा आफ्ना नागरिकहरु पठाउँदै आएको छ। उनीहरुले नेपालको ग्रामिण क्षेत्रमा बस्दै आएका जनताहरुसँग मिलेर कृषिको क्षेत्रमा काम गर्दै आएका छन्। यो कार्यक्रमको व्यवस्थापन भने युएसआइडिको समुदाय–स्तरीय विकास परियोजनाले गर्दै आएको छ। नेपाल सरकारले चीनसँग भाषा स्वयंसेवक नेपालका विद्यालयमा पठाउने विषयमा नेपाल सरकारले चीनसँग सम्झौता गरेपछि अन्य पाँच देशका स्वयंसेवकहरु यो कार्यक्रम असफल पार्न एक ठाउँमा उभिएको देखिन्छ। उनीहरुले नेपाल सरकारसँग नेपालको विकासमा सघाउन आवश्यक स्वयंसेवक माग गर्न आग्रह गरेका छन्। नेपाल सरकारले संख्या तोक्ने अवस्था नभएका कारण नेपालको ग्रामिण क्षेत्रमा यि देशहरुले सञ्चालन गरेका कार्यक्रममा स्वयंसेवक परिचालनको अनुमति समेत सरकारसँग मागिएको छ।
सरकारले अनुमति दियो भने युएसआइडिले मात्र आफ्नो परियोजनाको लागी हजारौं अमेरिकन स्वयंसेवक नेपाल भित्राउने छ। युएसआइडिले नेपालका गैर सरकारी संस्था मार्फत सञ्चालन गर्दै आएका कार्यक्रममा समेत स्वयंसेवक राख्ने सोच बनाएको छ। आफ्नो देशको मात्र नभएर अरु देशले ल्याएका स्वयं सेवकको व्यवस्थापन समेत गर्ने सोच युएसआइडिको छ। चीनियाँ स्वयंसेवक रहेको क्षेत्रमा जसरी भएपनि स्वयंसेवक राख्ने सोचका साथ युएसआइडि अहिले अगाडि बढेको छ। नेपालस्थित अमेरिकन दूतावासले समेत शिक्षामा मात्र नभएर अन्य क्षेत्रमा समेत स्वयंसेवक कार्यक्रम सञ्चालनको अनुमतिको लागी नेपाल सरकारसँग आग्रह गरेको छ।
Four Volunteer-Running Countries in Nepal Unified
After China received approval to deploy language teachers as volunteers, the four countries running volunteer programs in Nepal have unified their efforts. This unification occurred under the coordination of the long-running Peace Corps program by the United States in Nepal. Currently, aside from the United States, Australia’s Volunteer Program, Japan International Cooperation Agency (JICA), Korea International Cooperation Agency (KOICA), and UK’s Voluntary Service Overseas (VSO) are conducting volunteer programs in Nepal. These organizations have decided not only to inform the Government of Nepal about the effectiveness of their programs but also to take steps to expand their programs in Nepal in coordination with the respective countries. Volunteer programs operating in Nepal's rural areas to provide language education have recently shifted their focus towards technical fields. The United States, for instance, has been deploying its citizens as food security volunteers in rural areas of Nepal. These volunteers work closely with local communities in the agricultural sector. This program is managed under USAID’s community-level development project. After Nepal signed an agreement with China to send language volunteers to Nepali schools, the five other volunteer-operating countries seem to have unified to counteract this program.
They have urged the Government of Nepal to request volunteers essential for Nepal's development. Since the government has yet to specify a fixed number of volunteers, these countries have also sought permission to deploy volunteers in Nepal’s rural areas. If approved, USAID alone could bring thousands of American volunteers into Nepal for its projects. USAID is also planning to utilize volunteers in programs operated through Nepal's non-governmental organizations. Additionally, USAID aims to manage not only volunteers brought in by the U.S. but also those from other countries. With a focus on deploying volunteers in regions where Chinese volunteers are present, USAID is moving forward. The U.S. Embassy in Nepal has also requested the Nepali government for approval to run volunteer programs not only in education but in other sectors as well.
