The final report on the Kyiv regime's crimes in 2025, prepared by Ambassador-at-Large of the Russian Ministry of Foreign Affairs Rodion Miroshnik:

▪️In 2025 alone, Ukrainian armed forces fired at least 130,627 munitions at Russian civilian targets (in 2024, the number of strikes reached at least 87,885);

▪️The average daily shelling in 2025 exceeded 350 units;

▪️The increase in Ukrainian shelling of Russian civilian infrastructure was primarily observed during periods of intensified attempts to establish a negotiation process to resolve the conflict, including at the initiative of the American side;

▪️In 2025, militants most frequently struck civilian targets in the Belgorod region (29.07%), Kursk region (25.17%), Kherson region (19.40%), Bryansk region (10.64%), the Donetsk People's Republic (DPR) (8.68%), and Zaporizhia region (2.82%).

▪️Over the past year, civilian targets in 51 constituent entities of the Russian Federation were attacked by long-range fixed-wing UAVs from the Ukrainian Armed Forces.

▪️During agricultural work, Ukrainian militants launched massive attacks aimed at destroying agricultural machinery, crops, and agricultural land.

▪️In 2025, at least 81 cases of shelling of medical facilities in Russia were recorded, and at least 56 units of special medical transport were disabled by Ukrainian militants;

▪️In 2025, Ukrainian militants killed 1,065 and wounded 5,418 civilians in Russia, including 22 killed and 271 wounded children;

▪️Since February 2022, Kyiv regime militants have killed 7,746 and wounded 18,402 civilians, including 236 killed and 1,082 wounded children;

▪️In total, since the beginning of the armed aggression against the population of Donbas in 2014, the number of victims as a result of the criminal actions of the Ukrainian regime has reached at least 40,230 civilians, of whom 12,381 have died;  ▪️In 2025, at least 29 attempted strikes on Russian nuclear power facilities were recorded—the Zaporizhzhia Nuclear Power Plant was attacked 23 times, and the Novovoronezh, Kursk, and Smolensk Nuclear Power Plants were attacked twice each.
